Abstract: University Science Park is the combination of college education, scientific research and industries. University’s scientific and technological fruits can be transmitted from University Science Park to the market in order to enhance high-tech enterprises’innovative abilities, and improve the National Innovation System. The purpose of University Science Park is to enable universities to play an important role in technological innovations and help high-tech enterprises or even cities to develop independent innovative ability. Thus it is necessary and meaningful to research on University Science Park’s innovative abilities. The purpose of this thesis is to establish an index system to describe, analyze and assess University Science Park’s innovative ability, and find solutions to the problems.First it gives a clear definition of University Science Park, and then gives the definition of innovative ability for University Science Park based on the innovation related theories. In Chapter 2, it analyzes factors to the success of University Science Park and points out that the behavioral entities are high-tech enterprises, universities and research organizations and the government. It also analyzes impact of environmental supporting system to technological innovation. The supporting system is composed of four elements: system environment, technology environment, capital environment and agency service environment.After clarifying the basic ideas of technological innovative abilities of University Science Park, this thesis introduces the Diamond Model developed by the famous scholar-Michael Porter, which was used to analyze national innovation competition advantages. In Chapter 3, it breaks technological innovative ability down to four parts: technological innovative incubating ability, technological innovative R&D ability, technological innovative output ability and technological innovative collaborating ability according to Diamond Model. Based on all this, an assessment index system of technological innovative abilities for University Science Park is established.In order to validate the assessment index system, this thesis collects related data of Zizhu Science Park and does a positive research on it. AHP is utilized to allocate weights to each index and to calculate Zizhu’s technological innovative ability index. It also forecasts the tendency of Zizhu Science Park and does a comparative study between Zizhu and Zhangjiang High-tech Park. From the assessment, the thesis finds the advantages and disadvantages of Zizhu’s technological innovative ability and gives some effective suggestions to turn Zizhu’s into a national independent innovation Science Park.In Chapter 5, it provides some political suggestions which can help to improve technological innovative ability of University Science Parks in China, especially states that collaboration among Science Park, university and surrounding community should be promoted to create a harmonious regional innovation environment…
